Jack Quinn is Founder and Owner of SavingsBonds.com Inc., a division of Union Information Services, Inc. (UIS), headquartered in Spring Lake Heights, NJ. Jack is widely recognized as a U.S. Savings Bond expert, with over 30 years of experience in the field – assisting savings bond investors make sense of their bond. Considered a consumer advocate for savings bond owners, Jack has researched, written and vetted hundreds of articles, tips and books on savings bond investing in his career while building an extensive informational website and multiple valuation services.
Jack is responsible for spearheading and overseeing operations, while also researching and ensuring the accuracy of all materials and calculations on the savings bond system with the US Government’s savings bond program and information.

Jack’s history in financial software/services:
- 1991 – Developed automation of savings bond software/services to provide enhanced savings bond education and information not available to bond owners.
- 1995 – Established The Bond Manager and SBPlanner.com, a pair of services focused on consumers and financial planners, respectively, to better invest in US Savings Bonds.
- 1997 – Launched SavingsBonds.com, a comprehensive savings bond informational website with hundreds of pages of custom written and researched content.
- 2010 – Authored the paperback book “Pay For College with
Tax FreeEarnings – US Savings Bonds” – a guide to investing US Savings Bonds.
Prior to founding UIS, Jack’s corporate IT career experience included Blue Cross and Blue Shield, Mack Motors, Ford Motor Company, and Rhone-Poulenc. Jack resides with his wife, Joyce in Spring Lake Heights, NJ. During his leisure time, he enjoys reading, and has a passion for fishing and boating along the Jersey shore.
Jackie Brahney – Marketing & Editorial Director
Jacquelyn (Jackie) Quinn-Brahney is the Marketing and Editorial Director and most notably, an U.S. Savings Bond Expert for SavingsBonds.com, headquartered in Spring Lake Heights, NJ. Since 1991, she has done extensive research on savings bonds and state of the art savings bond valuation systems, and heads the company’s public relations and marketing initiatives.
With decades of researching and writing about savings bonds, she is responsible for the company’s website content, news releases, blogs, and also manages the social media efforts. She has also has created and recorded the company’s numerous savings bond videos.

Prior to the launch of SavingsBonds.com website in 1997, Jackie handled the public relations and marketing efforts for the company’s savings bond software and service products. Her efforts have resulted in getting picked up from hundreds of online news sources and exposure on national websites and favorable reviews from financial publications such as CNNMoney, MSN, Kiplinger Finance, Money Magazine, AARP, The Washington Post, United Press International, and The Boston Globe. HomePC Magazine voted the company’s savings bond software product a “Best Buy.”
In 1984 Jackie joined UIS, SavingsBonds.com’s parent company. Prior to that, she interned with ABC Television in NYC, Storer Cable TV in NJ, and WTSR Radio. She earned a BA degree in Communications from The College of New Jersey, and was honored with the “Academic Excellence Award in Communications.”
Jackie resides in Spring Lake, NJ with her husband, Mark, and the mother of two adult children. She is involved in various charitable organizations and enjoys traveling, reading, playing tennis and strolling along the Jersey Shore beaches.
Jane Zanni – Director of Customer Relations
Jane Zanni is the Director of Customer Relations at SavingsBonds.com, a division of Union Information Services, Inc. (UIS), headquartered in Spring Lake Heights, NJ. Jane is responsible in dealing with all aspects of customer relations, including answering questions about the company’s products and services and providing information about U.S. Savings Bonds.
She also handles membership sign ups and renewals, processes the service applications, distributes various marketing materials, and also handles office administrative tasks. In addition, Jane writes and posts to the companies social media outlets, as well as in the development, editing and posting the company’s savings bond videos.
